A day full of uncertainties.... @ Dist. Tehri, UK

One fine morning … After the sleepless restless long cold night

& the waves of thoughts aggressively interrogating my might

The first sounds reaching are the Chimes of pious rhymes

Somewhat pacifying the sudden but persistent aching parts!

The view outside is just wonderful!

Making the heart to praise the great artist for the amazing creation

Ah! In the meantime …

The fog from above the green river valley starts vanishing

& gently the sun rays begin entering the room

From behind the standing tall green tree

By getting cleared from the wide white blue sky

Oh! But these agitated breeze & some gloomy gray clouds

Repetitively thwart with the whites & the blues life is bestowing by…

I wonder!!!

How can I still keep my door open?

& let those waves of positive vibes flowing in

As these Blue Skies…

Too blue to clear, too far too reach, too far to withstand with

& too hard to stand long under it…

Is making me shiver

With the whims of the pretty morning gradually passing to

A day full of uncertainties

& ample probabilities of departing behind the roads thought of walking sometime…

filling colors in the lives...

A View from A Viewpoint

A view of Anganwadi Centre’s
from viewpoint of ‘Equity & Inclusion’

In my visit to some of the Anganwadi Centers at Bhatwari Block of Uttarkashi district, a very evident example of Equity & Inclusion can be observed and thus can make one believe a philosophy that “Our task is not to seek for love, but merely to seek and find all the barriers within ourselves that we have built against it”.

Undoubtedly there is a lot to applaud on the issue of ‘Equity & Inclusion’ with focus on Anganwadi Centers (AWC’s). But of course, with many pros, some cons also do exist.

Inequity or exclusion is when systematic discrimination is practiced against various reasons beyond control, and one such reason is differently abled person or children with special need & care. The factors may be varied but, for instance, social factors – which are deep-rooted in socio-cultural practices, are responsible for this exclusion (visible & invisible too).

Differently abled children should not be pitied or made feel something abnormal by keeping them aloof from other kids at the center or providing special consideration which draws attention of other children or by introducing them differently to the outsiders or repeatedly mentioning some quite apparent reasons behind improper functioning of any body part. These things in practice were clearly visible in the visits to the centers in interaction with Anganwadi Worker or Helper. This may affect the child’s confidence, responsiveness, expressions, emotions, participation & might make her/him unnecessarily sensitive towards his abilities.

While, when EQUITY is concerned, it takes into account varied needs of the child & aims at approaches responding to specific needs. At the level of AWC, apart from taking a special care of the children with special need & care in various terms, it is also about being concerned about relative disparities or disadvantages (in this case – psychological or emotional,  physiological, etc.) within the classroom, family or society in accessing services.

The area of concern is provision of services to be made to overcome the disadvantages out of it. At a larger picture, it is about accessibility of services to those without any significant representation or incapacity to articulate demands, etc.

The process of inclusion is also not just about providing access to services (one of the main responsibility of AWC), but to have community involvement in all the process of ensuring their rights & thus, recognize their needs, promoting their important role in planning & managing service delivery & providing training/awareness/education to ensure sustainability.

Thus, recognizing and understanding the differential needs of different children (each child is unique in her/his own way) and also identifying, supporting & implementing appropriate solutions.  

Another significant problem often seems to be overlooked at the AWC’s is absence of safe sanitation facility and hygiene practices. Though, provision of proper sanitation & attempts for its universal coverage (including public institutions) has always been a challenge for country like us.

Yet today, this is a shameful fact that these children coming to the AWC’s defecate in the open, & this is a factor contributing to the most appalling concentration of disease among them, and the poor standards of hygiene. The questions here arising are- who are these children, whom do they belong to, they are whose responsibility, why are they left out, not reached or not served, why do they not use facilities or practice the key behaviors so crucial for their own health & Hygiene.

The observation & analysis behind this issue reinforces what is already known that ‘equity & inclusion’ is not the matters only of no discrimination based on caste, religion, region, gender, economic status, etc. but also about that people (each section) is reached & served and are not shut behind/out for any reasons.

In the case of AWC’s, the issue of sanitation and hygiene practices might be getting overlooked because it requires extra efforts & energy from the worker’s or the helper’s side as the children attending center belongs to the age group of 2.5 – 6 years. If it is not so, then also mere commitment to action will not work, unless policies, investments and actions are based on the principle of equity, which is essentially the principle of fairness.

Equity & Inclusion comprises acknowledging that each child is different and need specific support and care, as well as, measures to overcome the specific impediments that stand in the way of their being able to access and use services sustainably, in this case Children with Special Need & Care & issue of Safe Sanitation and Hygiene Practices.

कभी किसी ने पहले उसका सोचा

सब पहले अपना सोचते हैं

कभी किसी ने पहले उसका सोचा !!!

वो उनकी दोस्त हैं...

क्यूंकि वो उसके दोस्त होना चाहते हैं ..

क्यूंकि उसमे थोडा प्यार और क़द्र की भावना हैं .. 

इसलिए भी की शायद वो अच्छी दोस्त जैसी लगती हैं...

पर इसलिए नही की उसे भी उनकी दोस्ती की ज़रूरत हैं !

उसे भी कोई बेवजह तंग करने वाला चाहिए ..

उसकी भी चाहत हैं की

कोई उसकी आँखों को पीछे से आकर बंद करे

और पूछे - 'बताओ कौन' ?

और वो अपने होठों पर आई अनायास ही मुस्कान 

के साथ कहे - "बस वही दोस्त, जिसका मुझे इंतज़ार था..." !

की वो भी बेवजह उनको सता सके 

अपना हक़ उनपर उतना ही जाता सके...

सब पहले अपना सोचते हैं

कभी किसी ने पहले उसका सोचा !!!

वो उनकी ज़िम्मेदारी हैं

उनका भरोसा हैं, उनकी इज्ज़त हैं

क्यूंकि वो उनकी अपनी हैं,

शायद भरोसेमंद हैं, सहनशील हैं....

इसलिए वो चिंतित हैं, अत्यंत विचारशील हैं,

इस बात पर गंभीर हैं की क्या होना चाहिए और क्या नहीं...

मगर मुट्ठी भर आसमान  दे कर

उसे उड़ने को आज़ाद छोड़ दिया जाता हैं

और उस आसमान के तले होता हैं

उड़ने से पहले हर बात पर हद से ज्यादा विचारना...

हर कदम से पहले सोचना और सोचना इतना की

अगले कदम की चाह ही कही खो  जाए

और फिर भी उसे मंजिल मिल गयी यह मान लिया जाए !!!

सब पहले अपना सोचते हैं

कभी किसी ने पहले उसका सोचा !!!

वो उस से खुश हैं

क्यूंकि वो शायद उसके काम से खुश हैं

या काम के प्रति उसके रवैय्ये से खुश हैं...

शायद उसकी संवाद कला से 

और या तो उसकी लेखन प्रतिभा से संतुष्ट हैं...

लेकिन इसलिए नहीं की वो स्वयं के प्रति इमानदार हैं...

या क्यूंकि यह काम उसका उद्देश्य हैं

क्यूंकि वो कुछ कर गुजरने  की

कुछ बदलाव लाने की उम्मीद  देखती हैं और उसके साथ

उन सपनो को बून-ने और उसका ताना-बाना 

बनाने का ज़ज्बा भी रखती हैं...

सब पहले अपना सोचते हैं

कभी किसी ने पहले उसका सोचा !!!

वो उस से प्यार करते हैं

उसकी परवाह भी करते हैं, उसके लिए पसेसिव हैं

पर ये सब भी तो बेवजह नहीं ..

वो इन सब की कोई वजह नहीं समझते

क्यूंकि कहने को प्यार तो बस बेवजह होता हैं ..

पर वो उसकी निच्छ्लता को नहीं भाप पाते

वो नहीं जान पाते ..

उसकी चाहत उनसे, जैसे उनकी उससे ... !

वो कहते हैं - 'मैं' और 'तुम' अलग नहीं

'हम' हैं, पर इस में भी तो कुछ अहम् हैं !

वो चलना तो चाहते हैं साथ ..

मगर हमसफ़र की तरह !

एक साथी, एक हमकदम बन नहीं !!!

सब पहले अपना सोचते हैं

कभी किसी ने पहले उसका भी सोचा होता . . .

बंद चार दिवारी में

आज इस बंद चार दिवारी में भी
खुद को सुरक्षित महसूस नहीं कर पा रही हूँ
पहले कुछ वहम सताते रहे हैं
अभी कमरे के सामने खड़ा विशाल पीपल का पेड़ डराता हैं
उसके ठीक निचे प्रांगण में हैं संकट मोचन वीर हनुमान और
पास ही हैं बला हरण श्री शनि देव महाराज
फिर भी इस पीपल के पत्तों  की सरसराहट
और तेज़ शीतल वायु छूते  ही जैसे चुभ सी जाती हैं
और मन को एक अनजाने भय से भर देती हैं
कुछ कदम और,
और आगे ही घाट हैं भागीरथी मैया का
वो अपने आप में ही बेहद खुबसूरत हैं और
अपने आपमें ही बहुत भयंकर भी...
सुना था इसी पानी ने लील ली हैं न जाने कितनी ज़िन्दगियाँ
और देखा मैंने बड़ी बड़ी इमारतों को भी इसमें ढहे हुए

अब अपने साए से भी सहम जाता हैं दिल
धड़कने लगता हैं जोर से की ये कौन आया
कदमो की कुछ थाप पर
संभल जाता हैं मन
की न जाने कैसी आहट हो यह
बड़ी हिम्मत से कदम बढे थे
अपनी सुदूर मंजिल की तरफ
अपनों से दूर अपने डरों से दूर
आज फिर डर रहा हैं मन
अपने ही साए से भी डर हैं
की कही घेर न ले
और अब तो अपना डर बया करना भी डरावना लगता हैं
और कुछ कह पाना भी सहज नहीं लगता
शब्द जैसे नाकाफी हो
कुछ संवेदनाओं को साझा करने के लिए
या जो समझना नहीं चाहते
उन्हें कुछ भी समझाने के लिए...

सही मुकाम

थाम लू जिसे वो सही मुकाम अब तक आया नहीं
अपनी ही नज़र में काबिल खुद को कभी पाया नहीं हमने

फैसले हमारे थे ना अब हमारे हो सकेंगे कभी
अपने ही फैसलों से हर मोड़ पर जख्म खाया हमने

कसूर किसका हैं यह बताना तो मुमकिन नहीं
खैर, हर वक़्त खुद को ही ग़लत पाया हमने

जो गुज़र गया वो लम्हा ना लौट कर आएगा कभी
फिर भी क्यूँ एक पल भी नहीं उन्हें भुलाया हमने

सफ़र आसा तो नहीं मगर चलना उम्र भर है
सब साथ हैं फिर भी खुद को तन्हा पाया हमने

ज़िन्दगी में हमेशा जो चाहो वो मिलना ज़रूरी तो नहीं
वो चाँद ना सही उन सितारों को ही हमराह बनाया हमने !
